...And perhaps that encapsulates the whole penny-wise-pound-foolish attitude of our current mayor and, to some degree, the disappointingly small-town mentality of the many voters who elected him. I can hardly imagine any of the mayors you list above (yes, even Boris) running and winning on a platform of 'gravy' eradication.

Project:
proposed construction of an Athlete's Village for the 2015 Pan Am Games. The project will include construction of 2,100 residential units to house the 8,500 competitors, coaches and officials for the 2015 Pan Am Games. The site will include a recreation centre, a 50M pool, a 400m track; an accreditation centre to process athletes, team officials and visitors, and Village Polyclinic. The Village will also house retail space, restaurants, medical centre, banks, entertainment areas, parkland and walking/running/cycling trails. Following the Games, these residential units will be converted into one-, two- and three-bedroom condos, as well as mixed-income apartments, providing accommodation for approx 4,000 people. The project will be certified under the Leadership in Energy and Environmental Design (LEED) Green Building Rating System with a LEED Gold certification.

Though veering from the topic here, I am tempted to lay blame fundamentally with the lack of taxing powers granted the City in the days of confederation, and the consequent lack of interest in Toronto from the other levels of government - which itself can also be blamed on the riding system and the underrepresentation of Toronto votes. As evidence for this, I point to everyone's favorite complaint, transit, since the TTC is a source of shame after 40 years of underinvestment:
The under-representation of Toronto is actually not so bad (at least federally). Their ridings have only around 10% more people than the Canadian average, similar to Alberta and BC. Vancouver, Edmonton and Calgary's ridings have 15-20% higher populations. The area really being under-represented is the 905 with 25% higher populations. Over-represented are mostly Saskatchewan, the Maritimes, Manitoba and to a lesser degree, parts of rural Quebec and Ontario.

New road coming through. This will hook up with River St.

Yes, the extension of River Street links up to the new MILL STREET which they have already paved. They also seem to be starting work on linking it to Front Street and the (old) Eastern Avenue and, in due course to Bayview. It will be interesting to see if they actually open these new/reconstructed roads to regular traffic before the Pan-Am Village is built.
