iirc, Bazis is the general contractor (aka, construction crew) for Crystal Blu. That means they are literally building it themselves.

from a City Planning's standpoint ... they would not distinguish apartment vs condominium as that is a real estate consumer's definition ... condominium in City Planning terms would refer to a Draft Plan of Condominium which leads to condo registration as we all know it ~
