He hasn't had any constituent calls about green bin problems. Sorry, actually he said "I don't get zero calls about green bins"
We should be incinerating our garbage. "80% of the world does it"
If you have problems with raccoons in your green bin, keep your bin in your garage and don't put it out until 7 am.
And then he went on a tangent about raccoons not being bad, it's possums that are evil. "They are vicious animals ... they're dangerous"

Waste incineration was something Tory was promoting when he ran for mayor the first time, back in 2003.
Opossums aren't anywhere as numerous as raccoons or as much of a pest as they're made out to be:

Which is great advice if you have a garage and are able to be outside your home right at 7 am. Meanwhile the existing green bins are easily modified with straps and latches that defy raccoons.

Pretty sure it's not Robby out there at 7 am putting out the bin.
While it's the raccoon issue that's getting the media attention, the new ones allow for the automated pickup, so fewer people out on the trucks. Also according to staff, will reduce WSIB claims, as they don't require manual lifting.
