Same as it ever was. China has been investing in the oil sands for some time. The U.S., too. Love it or hate it, that's how a free market works. Sawision is a real dunce. Wish he'd see a doctor.

The majority of the oil sands are foreign owned... Aside, I don't believe a "free market" exists.

I think it's more like betting every number on a roulette wheel. If he votes "no" to everything, he can say he opposed whatever blows up in the future. He also ends up opposing stuff that works, but we don't talk about that very often.
