Question: with this and the potential completion of the new Guelph platform would this open up the possibility of Kitchener-Guelph round trip service even when the Kitchener line trains stop going west of Bramalea?
It would, but it sounds like the west end of the Guelph platform isn't going to be connected to the mainline anytime soon.
 
ah - I see now that the other platform does not have a green/red mixed stripe. That does ring a bell now that I think about it.
The drawing is ambiguous since I used the same colour for local services from both lines.

My thinking is in the previous plan the Stouffville line local service could stop at Scarborough since there are other places for express trains to overtake locals. In the new plan there is no longer anywhere for Stouffville express trains to overtake locals, so Stouffville locals would not stop at Scarborough. And if they are value engineering as the announcement suggests, there's a good chance they'll delete Stouffville express service altogether in which case Stouffville locals shouldn't stop there since all the longer distance passengers will need to be on local trains.
 
The plan right now (or at least it was the plan) is the Stouffville Line will stop at Scarborough, and the Lakeshore East Line will not. Reece Martin talked about it briefly and I actually think he leaked this, which was very surprising to see:

Yeah I saw that and it makes no sense. Lakeshore is the one with both express and local tracks. Stouffville has no overtaking opportunities whatsoever. Stouffville also stops at Kennedy very close by.
