Waterfront Transit Reset Phase 1 Study

How should Toronto connect the East and West arms of the planned waterfront transit with downtown?

  • Expand the existing Union loop

Ok, upon further research, the PDE for the Queens Quay - Union link will commence in 2020 (by the city).
"In April 2019, City Council approved a streetcar loop expansion as the preferred option for the Union-Queens Quay Link and requested staff to commence the preliminary design and engineering stage of the project in 2020. "

I'm so happy we elected Ford, Tory and Ford. So glad Miller is gone. Instead of his dictatorship we now get studies, studies, more studies.
Doug Ford is more of a dictator with his reckless and unnecessary cuts. Miller acually manage to get one of his Transit City lines under construction before Ford crushed it into oblivion.
 
What about item #1 - Portal Selection Study? What portal other than one to an LRT tunnel could they be referencing? The LRT is a separate project, but is linked to QQE revitalization - need to know where the tunnel will surface and plan for the appropriate infrastructure required for a future surface transit line. When the actual track will be laid is a different story.
The Portal has always been included for the LRT.

Current thinking for the Portal is just west of Yonge St in place of Freeland. It will cut capital cost and be done faster than dealing with the trunk line if tunneling remain as is. Also, the entrance to Westin would be off Yonge St, going over the water of the Yonge Slip and that will have to be included into cost. The area between this bridge to QQ will either fill in to support cabs and buses for Westin or be deck over. The current entrance would be close and be use for non traffic like west of York.

If Miller hang around for another term, a number of new lines would have been built, but would have no cars for them if they all came from BBD.

Something is afoot!

The Corporation’s Delegations of Authority policy (Oct 10, 2019) requires Board approval for all capital project expenditures over $5 million. This request is for $14 million and relates to the Preliminary Design and Engineering of Queens Quay Revitalization. This work represents the next step in advancing this project forward. The completion of this scope will make this project eligible for funding of detailed design and construction. Details of the project and its scope are contained in the presentation attached as Appendix C to the board book. The approval request covers work planned for Jan 1, 2020 to June 30, 2021 for Preliminary Design and Engineering (PDE) of Queens Quay East Revitalization which includes:

1. Portal Selection Study

2. PDE of Yonge St. Slip fill depending on conclusions from ongoing Portal Selection Study

3. PDE of Parliament slip fill to facilitate the extension of Queens Quay to Silo St. (at 3C site)

4. PDE of Cherry St. connection

5. PDE of updated street and landscape design of Queens Quay East from Bay St. to Parliament St.

6. PDE of new street and landscape design of Queens Quay East extension from Parliament to Cherry St.



This project is not currently part of the Corporation’s Rolling Five Year Strategic Plan (2019/20 – 2023/24) and is being added now as a result of a new funding source to support this work. Advancing waterfront transit has long been a Waterfront Toronto priority area. Approval of this capital approval will automatically add this project to the approved Rolling Five Year Strategic Plan.

BUT, though no minutes have yet appeared, I think it was decided that Staff need to do more work before $$ can be allocated., because the WT Board Agenda for their December 5 meeting says:

2. Request for Capital Approval – Preliminary Design and Engineering (Queens Quay East Revitalization)  The Corporation’s Delegations of Authority require Board approval for all capital project expenditures over $5 million.  Management requested capital project approval of $14 million to undertake preliminary design and engineering of the Queens Quay East revitalization, that includes the streetscape, LRT transit right of way and sub-surface works (utilities) from Bay St to new Cherry St.  This work is to be funded from existing funding sources of $10 million (City of Toronto funding of $6 million and Waterfront Toronto revenues of $4 million) together with new funding of $4 million from the City of Toronto.  The FARM Committee decided to defer approval, pending a broader discussion on transit that would include the impact of the Ontario Line on the local transit solution, such as an LRT, along Queens Quay.  The FARM Committee also requested that management review the description of this scope of work in the draft Rolling Five Year Strategic Plan to reflect the Committee’s recommended consideration of the broader vision for transit.

Hmmm, my read of this was that this project arose again, because staff believes there is money available from senior government to proceed, subject to having costing/engineering in place.

Unless something has changed since the initial report, the delay does not seem to make sense.

We'll have to see what the full board does with this.
 
The one possible reason is how the expected OL stop at Parliament (and roughly Lake Shore/Distillery) will affect the line - having said that, that does nothing much for the stretch between Yonge and Parliament nor Villers.

The crayon sketch for the Ontario Line shows it running under the intersection of Cherry and the railway/Lakeshore corridor. A station added there would serve the Distillery, Don Lands, a huge chunk of the Bayfront,, and be 220 feet from the streetcar loop. I suspect there is something going on to add a station there, although an underground parking garage was recently built just where it would go.
