Correct. The "4th lane" is the shoulder lane as seen on blueprints.

No harm in building a little wider just in case there's a need in the future.

City of Toronto Media Relations has issued the following:
==========================================

News Release

November 1, 2017

Road Closure of Lower Simcoe Street between Harbour Street and Queens Quay may be extended to November 3

A previously announced closure of Lower Simcoe Street, between Harbour Street and Queens Quay West, may be extended by one day due to current weather conditions and forecast. If necessary, the area will continue to be closed to through traffic in both directions and will reopen at 7 p.m. on Friday, November 3. The closure is required for the construction of the new Gardiner Expressway off ramp at Lower Simcoe Street.

Traffic restrictions associated with this closure include:
• Traffic on Harbour Street will not be affected through the intersection of Harbour Street and Lower Simcoe Street, but there will be no right turns onto Lower Simcoe Street.
• North access from Queens Quay West should be made at York Street or Rees Street.
• The eastbound Rees Street on-ramp will be open at all times.
• Westbound lanes on Lake Shore Boulevard West will remain open.
• Local access will be maintained to the driveways and parking facilities on Lower Simcoe Street from Queens Quay West.
• There will be no through north or southbound traffic on Lower Simcoe Street between Lake Shore Boulevard West and Queens Quay West.
• Southbound traffic along Lower Simcoe Street will be diverted at Lake Shore Boulevard West to go west and at Harbour Street to go east.
• Northbound traffic from Queens Quay West can use the alternate routes of York Street or Rees Street.

Enhanced signage will inform drivers of the road closure and help manage traffic in the area.

During this closure, pedestrian and cyclist access to the area will be restricted. Pedestrians and cyclists are advised to use alternate routes such as Bremner Boulevard, Rees Street and York Street. The Lake Shore Boulevard West multi-use trail remains closed from Rees Street to York Street and will remain closed for the duration of the project. Cyclists are advised to use the Martin Goodman Trail on Queens Quay West.

They re-opened the street today. I don't understand why they are not doing any work on the actual curbs or sidewalks. This would've been a great time to do this with the street closed and fairly good weather. Minimal work has been done on the rest of Harbour St. Are they waiting for a snow or frost? The work they did on Bay/Harbour already showing cracks. I bet they will still open the street on schedule, but they won't get any work done on sidewalks, final coats etc until next Spring at the earliest unless they really pick up the pace.

What with the stop location northbound on Simcoe??

They need to be south of the off ramp, otherwise blocking off ramp traffic. Why stagger other than allowing longer vehicles to turn there to go south.

I see they have installed the traffic lights on Simcoe for the off ramp including pedestrians ones, but see no lights for the off ramp itself yet.

I guess in the coming weeks, the west sidewalk will be close so they can cut in the off ramp and finish the bike lane.

Another week and they will have the off ramp barriers done and install the lamp post.

Surprise they didn't do rest of the curbs during the shut down, but can be built anytime this month. Same goes for the east sidewalk not being rebuilt since it was close during the shut down.

Based on my last week tour of the area, I think the city is designing this on the fly in a few places and why things taking longer. It looks like the top coat will be remove late this year or next year and repave with true markings for the whole project.

The traffic lights are old. They have not been touched yet.
The markings are temporary until the final coat is done.

Thanks for these Panontario, work is always painfully slow, especially if your just an observer, but I've found that there are multiple contractors doing different work and one can't start until the other one has been signed off by the city. I've been down here for 10 years now and progress is always slow and steady but eventually it all works out and looks mostly like the city said it would look :)

More up on site
The top coat paving is in place and will have to be plane for new markings as well fix a few areas.

Forgot about the existing traffic lights and not used to the overhead view of them on Simcoe. They will have to be update and new ones added for the ramp.

Depending on the weather, the guard barrier on the ramp will be finish early next week.

The area is stake out where all the new curbs have to be built for the off ramp connection to Simcoe.

Sewerage work was being done near Bay St in the new lanes.

When time comes to rebuilt the east side of Simcoe, they will have to close the walkway to the parking garage

Last thing I'd call slow would be this particular project!
The thing I call slow is getting Guild doing the relocation of traffic lights as well new ones. Once those are done, then rest of the curbs and road can be built.

If it wasn't for this delay, the road would have be finish a month or so ago. Not sure who holding that work up and could be the City itself.

The next project most likely be in 2018 will be the removal of the Bay on Ramp. It will be follow by the removal of the Jarvis off Ramp in X years.
