I think he's in violation of 2.1, 2.2, 2.3, and 2.4. How does a reference to a court regarding the reinstatement of a license relate to being polite and courteous? How does an arrest due to uttering threats to a former girlfriend relate to being "polite and courteous". And does he really have relevant, extensive experience with either one?

Those "Subway!" signs really have this aura of Ford handing them out to gullible immigrants and old people so they could hold them up on cue. They don't even seem that, uh, "enthused" about what they're doing, probably because they're not all that engaged to the issue, other than the fact that Ford's "engaging" to *them*...

Wonder what printing company printed those signs for them? Wait a minute! Don't the Ford brothers have a family printing business, Deco Labels & Tags? Wonder who paid for them?

I don't think it is clear. The handbook states "unless the circumstances clearly indicate otherwise" and then it goes on to list the things an elected official can and cannot do. It is a very weakly written rule. Ford can simply state that "under the circumstances" what he did was appropriate. Not that it really matters now. At this stage misuse of official letterhead is the least of Fords problems.

I also like the "getting a job with the city due to his close friend Rob Ford" part of that.


eta: on the content of that link that Ford has never seen Lisi drink or do drugs. Lisi admits to drinking and most drug dealers I know don't do the drugs they sell. It gets too complicated if they do.

Unfortunately this is all too common, especially among immigrants. A friend of mine was a campaign volunteer in Mississauga in the 2011 federal election. His party's very unpopular federal leader (wink wink) was due for a rally at a banquet hall in Streetsville. Realizing the potential risk of cameras showing up to a half empty banquet hall they blitzed local places of worship and cultural centers with the promise of free grub and the potential to meet the "Prime Minister in waiting." He said it was quite a sight. A small ring around the stage of boisterous supporters banging thunder sticks, with a bunch of confused bused-in immigrants in the back lining up for the finger foods.

It was reported by the Toronto Star that Massoudi had been fired by campaign guru Nick Kouvalis after some kind of police interaction involving marijuana in Massoudi’s car (no charges were laid and the Star could not at the time confirm the information provided by sources). Massoudi was reportedly given a job in Rob Ford’s constituency office for the duration of the campaign, then was hired by Doug Ford’s city hall office, then finally promoted into the mayor’s office—after Kouvalis and the rest of his gang of political professionals from 2010 were long gone—during the week of peak crack scandal.

I guess Massoudi is another real "loyalist."

Common Dougie tactic: deflect, deny, deflect (not necessarily in that order). And throw in some bluster and "we saved the taxpayers a billion dolllars", and that pretty much sums up his appearances.
