Also ... there are not nearly enough water features in Toronto - the more the merrier!

Are you sure? I've never heard that before. The fountains are a pretty important part of the reflecting pool - getting rid of them would be a mistake.

How many policies were actually proposed by Mayor Miller? How many policies were just supported by Mayor Miller? How many policies were proposed by Councilor Ford in the past 10 years, and were supported by the other Councilors?

The second question I can answer fairly accurately. Number of policies proposed by Ford and passed: about ZERO. 10 years of obstructionism. 10 years of other councillors slapping their foreheads and saying "No" for the millionth time.
