I want to adjust the lists a little to differentiate between buildings under demolition/excavation and those under construction, and those which are proposed and approved and those proposed and awaiting approval/refused applicants that are appealing.
Going by these new criteria, would the list look like so [Ones I'm expecially not sure of I'll put in italics]:

You can put Murano South Tower u/c as excavation is done on concrete forming of the parking garage has started.
edit: and I don't think anything is going on at the X site... I haven't seen any equipment there and my understanding as of two months ago was that site prep wasn't scheduled to start until March (I could be wrong).
