Quite possibly because the old roof or siding wasn't doing its job anymore. Slapping on an ugly new cladding system (or, in this case, a whole new wall) is an approach to crumbling masonry that you see fairly often.

Update from City Planning staff today ... staff are working with Bazis to resolve remainder of outstanding issues such as PATH connections with subway alignment, a staff report containing final recommendations will be forthcoming in either September or October 2008 Toronto Community Council meeting ... after that the By-laws to put the OPA and ZBA in place will then come forward

What does OPA and ZBA mean? Will they be able to begin excavation or will the project sit dormant until those by-laws to come into place?

OPA - Official Plan Amendment - with regards to land uses.
ZBA - Zoning By-Law Amendment - with regards to height, density, etc.

Council will vote on approving the amendments, then there is an appeal period, and then the by-laws become binding (if no appeals are made)
