This building would look so much better without the external balconies sticking off of it. It would look more smooth.

however on the same note, external balconies are a more attractive feature to purchasers and for residents to use than internal balconies because of its openness... LOL so it comes down to aesthetics vs function

I wouldn't argue that 'openness' contributes to functionality at all. What you have described are simply two different balcony preferences, the choice of which having little basis in function. Obviously some like the look of exterior balconies, so I'll let the 'aesthetics' side go, but often recessed balconies are more shielded to the wind, allowing residents to use them more often and for more activities.

The penthouses will have very cool panoramic views. The social thing to do would be to put the public facilities, like the gym up there. I'd love to run on a treadmill with a view from the 32nd floor.

update by Jasonzed at SSC....you can just see in this pic that they have started finishing the balconies - complete now on the lowest 4 or 5 floors...noticed today in person that they are also installing cladding on the balcony edges....

Those podiums are pretty much useless in humanizing the street, if there is no retail in them. It's the easiest thing to do, to animate a street and yet some cities just don't get it. This is not a downtown, it's a dead zone.
