So the ramp is gone without a crane installed? Surely that will make things difficult. Or is that cable dangling in the middle of the photo from a temporary crane off to the side?

Yep, there's a temporary crane at street level.

not unusual for this size of work area. They gather all the material in one area then haul away for a couple of days until they get to the bottom which looks like they may get there soon...
