But why even lay the asphalt at all? Shouldn’t they be able to replace the pavers once they’re done—and if that’s not current SOP isn’t it something they should be doing?

This is SOP (Standard Operating Procedure).
The City requires utilities to do a 'temporary' patch (asphalt) then the City is responsible for the permanent repair. But the City is something less than timely in delivering the latter, normally.

Will they ever do it? I've seen sidewalks with aged asphalt patches.

I hope not.
But yes, it is, either way. We have an intentional process of break it, sorta fix it, break the fix, re-fix it.
Measure twice, cut once, replace paving material once would seem a much better use of resources.

Because it’s a cumbersome, absurd process, things do get lost (that's not an excuse, we should ditch the process);
The Utility has to notify the City the work is done (and patched) then the City puts it on a to-do list for their contractor. But those contracts go out to bid, have set schedules and budgets and when you run out of runway for the year, stuff gets bumped to the next year and next contract.
It truly is an asinine way to organize things.

What did they do with the existing brick, chuck it? Sweet jesus, this is bad. Can't have nice things. Agree that the city needs to change their policies on this!! Maybe we all with UT can get another news story out and "push" Mayor Chow to get on this change. Add to this, enforcing and fining when they don't replace it well/with the same materials. You could probably hire someone specifically for this and have them paid just in the fines alone.
Not just for here, but for the other 1000's of brand new sidewalks and roads torn up. King and Blue Jays Way is another one that comes to mind and I think the sidewalk was only a month or two old and they ashphalted half of the corner.
