Yes. There would still be employment offered on the lands, even more in fact through more retail space, so the City would not lose that. At the same time that it would gain more commercial space, the property would be intensified with lots of new residential.

From the Planning Rationale document, here's what's required:

The proposed development requires an amendment to the Toronto Official Plan to redesignate the site from Employment Areas to Mixed Use Areas on Map 18 (Land Use Plan).

The proposal will require an amendment to Zoning By-law No. 438-86, as amended, of the former City of Toronto in order to rezone the site to permit the proposed residential uses and to increase the permitted height and gross floor area, as well as to introduce appropriate performance standards regarding parking, bicycle parking, residential amenity space and other matters, as required.

Maybe there's no form of transportation happening on this track in the near future. But I can see another smart track line running east to west through the metro area once the north south track is developed.
 
Looks a lot better than the current Sobeys. I used to live in that area. Does not feel very urban. Which is good and bad. Its kinda nice to feel like you are back home in guelph or kw, but there is also a reason why you are no longer there.

This is definitely less small town feeling than what is there now, which I am ok with.
 
It's the right building form, but man that's ugly. It's Portland & Queen all over again. How about some restraint, guys? Pick a few key moves and do them well. We don't want the kitchen sink approach.

The whole ensemble (and there is no other way to put it) looks like a barfed-up breakfast. It looks incredibly ugly like you've said - it's almost like someone wanted a Teeple design on the cheap.

Councillors Cressy and Mike Layton are hosting a meeting to hear from residents on the development proposals along Dupont Street within the Dupont Street Study Area, which includes the Sobey's lands.

The City reached settlements with the owners of 840 Dupont (Sobey's), 500 Dupont (Beer Store) and 420 Dupont (MonoLino/Wings). 9 stories for each, and 20m rail setbacks. The Sobey's development will include a new public park on site.

(Note that Freed, which is shooting for 15 and 29 stories at 328-388 Dupont, did not settle. Also, RioCan was previously approved for 8 stories at 740 Dupont, but I wouldn't be surprised if they pushed to add a story in light of these settlements.)
 
The application for this one was updated in May. As mentioned in the previous post, the project now has 9 stories and 331 units: 11 1B, 203 1B+D, 14 2B, 70 2B+D, 33 3 B.
247 Parking spaces for the retail component, 48 visitor parking spots, 293 spaces for the residents. There will be 2 spaces for carshare, and 388 spaces for bike parking.
Also, the project now includes a PARK! 700 sq meters approximately, and located in the south west corner of the site.
A rendering is included in the application, but it still shows an older version of the building with 11 stories (and a bit of colour):
