That supposed to be for the 8th track or track 1 for the Barrie Line with a push to have it as the Railpath.

All the building are gone now except for the holdout on the corner.

It's shared space, often called a woonerf, and when it's designed well, it works well. You're going to see a lot more shared space around.

It would now work well in practice, especially in winter Canada. One parking entrance for all this units! It is also a commercial parking space and there is the loading zone for METRO. So, it means the tracks traffic. It would be a very heavy car traffic to parking. Also it would be always slushy in winter time!!!! Not saying about noise and car exhausts.

At the MET, the courtyard bricks are being damaged by heavy trucks (garage services), and a more robust finishing is being contemplated. If this lane is being used for garbage and deliveries, the bricking will get chewed. That said, the MET courtyard (which is like this woonerf) functions well - cars and trucks and people bob and weave around each other - it's an animated space.
 
Everything is slushy in winter. That's an odd argument against a woonerf. Besides, I would think a shared space would be more likely to be kept plowed & salted.

Do you see the difference between road and side-walk in winter time? I see the big difference. And this is an weighty argument.
 
Doubtful. Most people will probably be renters here and the parking gargage will be 50% empty. Bicycles, TTC users will be the norm. Ever been to Montreal in the winter? Old Montreal etc functions just fine.

Why not just keep this nice area for people and make the parking exit directly to PEEL Ave?

This does seem to make more sense. Then the intimate space between the two rows of buildings, could be used for restaurant patios, cafes and stores. It could be a nice, animated space.
