too low down, the PATH would be the first or second level below ground.

That's in bedrock. It could be that the loose shale crumbled at that spot between the pilings so they shored it up using a quick fix until the walls go in.

73% as of the end of June. Probably much more than that now, as that is only 2 months worth of sales and it has be a month and a half since that number was updated.
