There is absolutely no way that they're going to even come close to meeting that target. Why even say something like that?

Ultimately, I can't speak for Alterra or Renx. But perhaps they could have had that interview done way before the strike happened or they really over-estimated themselves at the the rate of completion that's going on, and were out of touch with the construction team.
