If the piece of machinery was something that looked like this, then it may have been there for soil sampling.

Pardon my ignorance . So does this mean it’s starting soon? I live nearby you see and have been wondering if this was dead because it’s been sitting inactive for a such long time.

Yeah, this should be positive news. A shoring permit means that they should have a pile driver type machine on site sometime soon to start preparation for upcoming excavation.
