Does anyone know what “recent provincial approval” for the western portion of the master plan is in reference to in the above slide?

It seems clear to me they're just talking about the transit-oriented community. Basically just saying, "Since you really jacked up the density over there, we're sure you won't mind if we go big on height and density too, on our land."
 
Yes. The intersections may need to be four+ lanes, but it's likely two travel lanes are sufficient between intersections.
 
Yeah, that's likely some useless surplus land left over from the highway. It probably all factored in when they did the mzo and TOC deal.
 
Why would you sacrifice limited developable land for a station? It makes sense that there was some minor horse trading to consolidate the site when the developer and province signed whatever their deal is.
