No that is definitely from Pier 27, on top of the eastern most building. In the bottom left of the picture you can see the northeast corner of the old printing-press building. It's essentially this vantage point but 14 storeys up.

Great detective work! Here is a Google Earth screenshot taken from about the same location and elevation you described.

I love how this building gives the illusion that it is falling over. Really attracts the eye. A shame that other builders can't be as creative.

Looks like they installed two frames on the north elevation in the wrong spots. You can see the consistent line of vents all the way up, except for one that's off by one about halfway up.
