Refusal could mean many things. You don't need zoning to demolish, it's likely heritage related. It's a little premature to be demolishing anyway, this isn't anywhere close to approval.

Or, you know, several buildings on this site have been designated long before development. The block on Gerrard was designated in 1990. The southern block in 1974.Hmm? yeah i guess most likely, the city is known to designate heritage status on buildings well into a development approval process
363-365 Yonge was designated heritage in 1974 and 385-391/ 3 Gerrard was designated heritage in 1990
means the city doesn't want this to go ahead yet, maybe the city is looking for more section 37 cash?

I think reason for that is because of the already built Yonge and University subway lines. Allowing the highrise buildings to be built !
I just think the east side has always been less desirable to developers?
