So this is what SkyscraperPage refers to as a Fantasy/Vision concept? (To some here though, it looks more like a Nightmare concept >.< )
 
No, it's a very real proposal, but not one which will be constructed. The owners are just increasing the value of their land through entitlements, then will sell to someone who will build something else using those dimensions.

Mind you, one might argue the dimensions themselves are a problem here.

Not the height, but the massing, and its overbearing nature relative to the heritage storefronts.

I get the reason why they're doing it for legal purposes...but the building they're are proposing is not real. Would that not classify that more as a "vision"? That is, putting something imagined there for the appropriate paperwork to go through.
