Yeah, that's disheartening. Especially since the stonework is so impressive.

HP have recently shown to be light years ahead of others when it comes to glass too.

I am not familiar with the development process, but is that a case where the architect gave the developer two choices (or so) with regards to windows, and the developer simply picked the cheaper version? I realise that I am simplifying things, but is this how decisions are sometimes made?

This could be quite a bit cheaper. You're getting full-height panes here, without the waist-height mullion that makes a mess of so many buildings. You're also getting windows, mullions, and spandrels that are all tinted similarly here, minimizing the clutter. Yes, they could have spent more on capless curtainwall, but this does not strike me as particularly cheap either.
