Changes to the
Building Code - appear innocuous (will examine further)
Changes to
City of Toronto Act - allow for electronic participation in meetings and proxy voting
Changes to the
Development Charges Act that worded in a very cumbersome manner:
The amendments repeal and replace certain amendments made by the More Homes, More Choice Act, 2019 that are not yet in force
and make changes to other provisions that were enacted in that Act. Elements of those amendments are retained, but the following changes and additions are made.
The list of services in subsection 2 (4) of the Act for which a development charge can be
imposed is expanded from the list that was included in the More Homes, More Choice Act,
2019. A new subsection 2 (4.1) sets out the relationship between development charges and the
community benefits charges that can be imposed by by-law under the Planning Act.

Several Changes to the
Education Act:
- Allows that a Director of Education (Top School Board official) need not be qualified as a teacher.
- Allows the Minister to create demonstration schools due to covid that may be in residential or non-residential settings.
- In reference to the above, allows that someone may give permission for a student to attend said school is neither their parent or guardian........(huh?)
- Disallows suspension of elementary school students in grades to be specified.

Several changes to the
Environmental Assessment process, it will take me a while to unpack those.

Changes to the
Farm Registration and Farm Organizations Funding Act, 1993 appear to be innocuous.

Changes to the
Justices of the Peace Act makes changes to the structure of the Committee making appointments (less regional representation) give the Minister the ability to dismiss lists of recommended candidates among other things.
I don't like the amount of discretion given the minister in change; though, to be clear, JP appointment has always been a political and partisan process in this province.

Changes to
The Marriage Act allow that a marriage license is extended in its expiry date if issued during a provincial emergency.

This one gets a copy/paste:
The Schedule adds section 12 to the
Ministry of Municipal Affairs and Housing Act. Section 12
establishes the Provincial Land and Development Facilitator. Section 12 also sets out the
functions of the Facilitator. The Facilitator shall, at the direction of the Minister, advise and
make recommendations to the Minister in respect of growth, land use and other matters,
including Provincial interests. The Facilitator shall perform such other functions as the Minister
may specify.

Modernizing Ontario for People and Business Act 2020 embedded. I will get through it later.

General changes to the
Municipal Act mirror those for the City of Toronto Act, allowing electronic participation in meetings and proxy votes.

Occupational Health and Safety Act - changes appear to be only stylistic/technical

The
Ontario Communications Authority Act and its French counterpart (the Acts that govern TV Ontario) are amended to :
provide that its objects include supporting the establishment, administration and coordination of distance
education programs by or with prescribed persons or entities and discharging any prescribed
duties. Related regulation-making powers are added.

The
Payday Loans Act is amended to establish a maximum interest rate of 2.5% on loans under $1,500 where the term of the loans is 62 days or less, not to be compounded.

Several changes to
The Planning Act:
Brings back, with modifications, section 37
Modifies powers of the Tribunal in respect of section 42
Enhanced powers to the Minister to impose MZOs; but NOT on lands in the Greenbelt, or covered by Niagara Escarpment or Oak Ridges Moraine protection legislation.
The enhanced order-making powers include powers in relation to site plan control and
inclusionary zoning. Among other things, this provides the Minister with the ability to require
the inclusion of affordable housing
units in the development or redevelopment of specified
lands, buildings or structures.

Some good stuff here amending the
Provincial Offenses Act to modernize and save people hassles. Allows for for many in-person appearances to be replaced by electronic appearances/filings.

Changes to the
Public Transportation and Highway Improvement Act eliminate Hearings of Necessity in favour a new way for a Ministers to receive comments.
The former are means of disputing the need to expropriate your property. So this change is intended to expedite the expropriations process.

Finally, The
Transportation-Oriented Communities Act allows the designation of same; and similarly streamlines expropriations within designated areas.
