I haven't seen as much fare inspection since Covid on Lakeshore. But I can't remember many people (if any) getting caught when I've had them going through the train.A couple of weekends back, we were on the Kitchener line from Union to Bloor, about 3 quad-seats in from the stairs on the upper level. Fare enforcement didn't even get close to us, as pretty much nobody in the first bunch of quads had paid, so they spent all their time writing them up. No chance in hell they would have made it through the whole train at that rate. heh.
As for the quota and rate? They have lots and lots of stats on how many people they catch per inspection, etc. I suspect they've noticed that the stats for certain inspectors are a lot lower than others. I wonder if they can check the taps on their machine versus time of day, and the fails versus fines given.
But 6,000 a month is a lot. Is that really correct? For a 20-day months and 8-hour day, that comes down to writing a ticket every 96 seconds. As I said, on trains when I've seen inspection, they'd easily take 3-4 minutes to walk through the top level - and not get anyone. And if they do, 96 seconds each seems unlikely - the first thing most will do is spend a while searching their pockets for a "card". Heck, I've seen some people take 60 seconds to find their card when they have tapped!
