There's a sign up promoting an impending Aroma Expresso Bar in that space. Interior work has picked up steadily. My wife and I lament the lost opportunity for a nice flower shop/greenhouse that could have taken advantage of all that glass and natural light.

It's supposed to be a Starbucks, as far as I know.

Yeah, it looks like Starbucks decided to move across the street to the old Timothy's. A flower greenhouse would be amazing there. I also thought a cafe designed with exterior seating on the plaza would be really nice too. Although, Aroma does have more food options than Starbucks, so maybe it'll feel more like a cafe anyway.
