And it would depend on the material condition of those units, and their potential reliability if pressed into service immediately without the investment of a life extending rebuild.

My vote says ML is on the right track by wanting to rebuild before putting anything out on the line.
My fear is that with the ex Metrolink units, they are in a pretty rough state. The majority of them do not have prime movers or HEP, and most of them were sitting in a deadline for around 4 years. The EXO units have run pretty consistently as far as I know and have their major components still intact.

I was just thinking that GO should have opted to rebuild the 9 EXO units as that would allow them to have more locomotives in service (according to Metrolinx, they seemingly only plan to have 5 out of the 13 ex Metrolink units rebuilt to an operational condition.)

Timing may also be an issue here.

EXO does have those 9 units - but while they are planning on their replacement, are they done with them at this moment? They've only received two of the Siemens replacements thus far, and as far as I know has not yet announced a tender for their disposal.

In the interim, ONR can start on the rebuild of the units they have. Should they then also be able to add the EXO - or Metra - units to the batch, they can then integrate those into the lot.

Are the F59PH and the F59PHIs similar mechanically? If yes, I’d rather them fix up the F59PHIs as they’re sleeker looking. Found this model of one in GO livery online:

I know one F59PH was seen in primer at Ontario Northland’s paint shop on September 3rd, likely indicating it was about to be repainted into the MX scheme, but I have no clue whether that was one of the rebuild units, or 560, the unit they sent up to template the other units.

Judging by the green rear headlight it is believed to be 560
 
214 has resurfaced, it's on the tail end of an L6 currently headed by 564.

Who wants to place bets on how long until it vanishes again?
Well it has lasted a solid 3 months, staying consistently in service. As of today, however, it has been replaced on its consist, ironically by cab car 249, which was out of service for the past 2 months.

Because cab cars are subject to the same 92 day inspection schedule as locomotives.

If you were to follow any other cab car in the system, you would see that the longest that it stays out on the road is 92 days. Unless, of course, it has some sort of issue prior to the completion of that time, and thus requires some other work.

I’ve noticed ever since the November 23 service changes, it seems consists with bike cars now are being used more regularly on other services.

For instance, the 12 car Niagara weekend consists that have bike cars, and the 10 car Georgetown consists that have bike cars, both have been used on midday off peak runs in the past few days.

Why do we need bike cars in the winter? For strollers?
 
245 has been spotted in transit to Toronto on a CPKC train

I believe that makes it the last of the Series VII cab cars refurbished by Alstom to make its way back in GO's hand, all others have been delivered, and 242, 243, 246, 248, and 249 have thus far been fully repainted.
