It's all a masterplanned community, including the mosque. It was marketed to Muslim families.

Even with that, in the GTA Muslims are less likely to live close to their house of worship than any other religious group.

Not sure about other places in GTA but I know this particular community and they did well to attract muslims. http://www.peacevillage.ca/
