The ongoing revitalization of Regent Park continues to reshape the neighbourhood on the east side of Downtown Toronto. Demolition is currently underway to clear the site for Buildings 4B and 4C, which are proposed to rise 19 and 39 storeys. Designed by gh3 for Tridel, Deltera, and Toronto Community Housing Corporation (TCHC), the towers are part of Phases 4 and 5, the final two phases of the two-decade long rejuvention of the area, which will add over a dozen more buildings.

The overall Phase 4-5 site is located at 325 Gerrard Street East, covering an area of approximately 6.5 hectares. Currently, the site’s original TCHC-operated low-rise housing is being demolished, with several structures, including buildings west of Sackville Street and a pool changerooms facility fronting Oak Street, being actively removed. The surrounding neighbourhood features a mix of mid- and high-rise residential buildings, as well as community spaces, retail, and parks.

The Regent Park Revitalization began in 2002 as a joint effort between TCHC and the City of Toronto to redevelop the aging social housing community built in the 1940s and 1950s. Phases 1 to 3 of the 28-hectare site, built in partnership with The Daniels Corporation, are largely completed, while Phases 4 and 5 represent the final stages, with a Zoning By-law Amendment approved in 2023 to allow for the redevelopment of these blocks in partnership with Tridel. This latest application updates the design of Blocks 4B and 5C, incorporating technical adjustments for Toronto Water infrastructure setbacks. The buildings will provide both market and affordable housing suites.

Bousfields has submitted a Zoning By-law Amendment application to the City of Toronto for two buildings with heights of 67.86m and 128.96m.

The 19-storey building on Block 4B would feature 367 residential units, an increase from the original 12 storeys and 269 units, along with 802m² of retail area. The building's total Gross Floor Area (GFA) is planned at 29,187m², resulting in a Floor Space Index (FSI) of 6.49. 

Plans for Block 4C remain at 11 and 39 storeys, with a significant increase in units from 462 to 550. The total GFA for Block 4C is 39,187m², entirely allocated to residential use, giving it an FSI of 10.68. The massing for both blocks has been adjusted, allowing for additional housing, with the 11-storey mid-rise component of Block 4C now connected directly to the tower.

The development would include two levels of underground garage with 305 vehicular parking spaces for residents, along with 12 visitor spaces and eight commercial spaces. Bicycle parking would include 930 long-term and 296 short-term spaces, plus eight spaces for retail.

The 19-storey tower would be served by four elevators, with approximately one for every 92 units, suggesting minimal wait times. Meanwhile, the 39-storey tower would feature five elevators, or about one for every 138 units, indicating longer than preferable wait times.

The site would feature a POPS (Privately-Owned Publicly-accessible Space) located between the two buildings, providing a shared outdoor area for community use. For residents, both buildings would offer 1,360m² of indoor amenities and 928m² of outdoor amenities.

It should be noted that Block 5C is also included in the proposal; however, TCHC has not yet completed adjustments to their building to account for Toronto Water infrastructure setbacks. As a result, revised architectural plans were not included in the submission.

The site is served by the 506 Carlton streetcar, which runs along Gerrard Street. In the future, the site will benefit from its proximity to the Moss Park station on the upcoming Ontario Line 3, located within a 20-minute walk southwest of the site.

There are more projects and proposals in the area. Northwest of the site, 306 Gerrard Street East is proposed at 10 storeys. As part of the Regent Park Revitalization, Block 16 North is all but complete with 15 storeys to the southeast, and westward, Daniels on Parliament, the last project of Phase 3, is rising to 10 and 25 storeys. Further west, the 18-storey 307 Sherbourne Street and 21-storey Hoem Sherbourne are both under construction. To the east of Phases 4 and 5, Oak Heights is planned at 32 storeys. Within Phases 4 and 5, 13 buildings are planned, with the tallest six towers ranging from 22 to 39 storeys.
