Sick day liability calculations

Was this year the first time this liability was costed out? Did the city assume that there was no liability until this spring?

If not what was the amount last year or at the time of the last contract negotiation?

If this $450 million dollars justed popped up out of nowhere I suggest some monumental incompetence, if not actionable malfeasance is afoot.
