The crane is being removed this week. They're climbing the crane down until they get to a point where they can get it with a mobile crane. Today they removed four sections by the looks of it.

This is also visible from the ground in Elmira if you know where to look, so presumably you can see this from apartment buildings in Guelph.

Long term the plans are for redevelopment, they've developed some concepts for the site with higher density on Charles, lower density towards the park, then including community space and retail as well. Also some affordable housing within the development.

The site itself has known contamination within the top 2m of soil. Beyond that there is known groundwater contamination on site.

The Region has put this on the back burner to some degree I couldn't tell you the exact reasoning but its been about a year since there was a public update. I know that the Region has been focusing on their large affordable housing redevelopment projects but with some of those progressing towards the construction stage (Mooregate, Shelly) or under construction (Langs, Wilson, Kingscourt) it wouldn't be surprising if the Region started the affordable housing aspect of this or at least started pushing it again.

I can confirm that this building (and Kitchener in general) can be seen from my Guelph condo (sorry for the quality, I don't have my camera with me so phone it was...). Plus smog...
