As much as I love circuses, it really can't compete against the haunted house that is the Woodbine Centre.
Empty hallways.
Ancient architecture.
An uneasy feeling lofting through the air.
The ghosts of former stores forever imprinted into the minds of those that visited it.
And us, the survivors, forever doomed to revisit. Eternally haunted by the desire to wander it's empty corridors constantly in search of something
...we shall never find.

It seems like (Woodbine Mall) is NEVER getting a supermarket again...while Westwood Mall(Malton) is getting 2 supermarkets

The movie theatre spent good (enough) money to keep the theatre open. The Bay is still not a clearance centre (by some miracle) Woodbine Centre is still alive and somehow breathing...a level above life support. (by the miracle that be...)

The best way to show off a dying mall to prospective buyers is to keep it on life support.

That's a possible valid point. Maybe the Bay is only still there because their lease really did expire 3 years ago, but they were allowed to stay on an extended lease at the same rent...strictly a guess...or there was a (very) long term lease that never increased as the years went on. (because it motivates them to stay as it also helps make the mall look good)
