I'd start wearing aviator sunglasses, some sort of paramilitary uniform and a red sash that read "Presidente del TTC." All would know my power.

EDIT: For my first act as Presidente, don't we already have like a dozen of these threads which basically revolve around pointing out the TTC's flaws and how we would fix them?

I don't know if I'd necessarily be a good TTC chairman. I'm just a guy in his mid-to-late twenties who doesn't have any experience whatsoever managing a city department. Oh wait...

What other subway systems? There are always lots of complaints in London about escalators out of use for months and also in New York City. I've seen similiar complaints in Montreal and Vancouver.

I think that'd I'd kind of follow Whoaccio's idea, except instead I'd wear a military beret, grow a large mustache and title myself "Hoher Kanzler von TTC"

My first act as supreme leader... I mean chairman, would be to retrofit all busses with 12' tires, armoured front sections and give them clearance to use all means necessary to get passengers where they want as quickly as possible.

Well that's hardly a fair comparison ... little of that system is older than 10-years! Give me an example on a system built in the 1960s or older!
