What are the ingredients for a vibrant city?

You seem to have no problem sacrificing those less fortunate than you to whatever fate befalls them for what you deem to be a successful city. I guess they 'deserve it' in your books? I'd rather make sure that the city works for ALL its residents than tourists.
I'm not sacrificing anyone. A nation (not just a city) must take care of its poor and less fortunate, but loading them in ghettos downtown does nothing for the vibrancy of the city. No one deserves a poor life or upbringing. Perhaps there's a way to make the city work for BOTH its residents and tourists.

1. 20 - 30 Global Fortune 500 multinationals headquartered and run locally
2. Highly educated population
3. Diverse population who's equality is legally protected
4. Extensive and modern transportation infrastructure
5. Very dense pedestrian/bike friendly city
6. Arts and culture intensive society
7. Society that not only respects, but celebrates liberty and human rights

All of these are crucial in building a vibrant city.

When you move all the poor people from your neighborhood, just think wisely about where you relocate them. If you happen to put them in a neighborhood you once again make the personal choice to move too a few years down the road, you might feel kind of silly having to waste more taxpayer money moving them to yet another part of the city. And also remember not to move them too far out of the city because then they might not be able to commute back into the city to clean your toilets.

it takes regular people, real people on the streets to create, organize, and build culture, grass roots gives a real essance to a city, ask yourself will toronto ever create a sub culture of its own? will toronto add colour where there is only grey? will the people in the city sit back and be fed controled culture or will they engage actualy live culture? ask yourself these questions

1. a city where the people feel free express there spirit instead of being in a straight jacket of social uniformity, feel the funk, laugh, smile, humour, positivity, finding a positive in a negative and spreading it.

AUDIO
2. play music on the street, gather, invite, welcome, combine musical genres, fusion,

VISUAL
3. paint grey concrete , give blandness some colour, funktify your city, eye candy, bring warmth to colourless wall, colourless street ect. get out there.

4. more diverse food on the street, organise picknics in the city, colourful blankets, lounge, sit, hang out.

5. go out and plant trees ,plants, flowers, everywhere, walls covered,

FEMININE
6. make sculptures of curvy Goddesses for public spaces, celebrate the feminine, the masculine part is covered already ( CN Tower).

ORGANISE
7. have urban toronto/ skyscraper city partys, music and so on, combine, network, organise a grass roots urban toronto organisation for the upliftment of toronto.

KINDNESS
8. do something nice, simple as that.

OUTDOORS
9. breath the air, stretch, active, meditate,

RESPONSIBILITY
10. and finaley take responsibilty for your city, stop complaining and do something, no more being a lazy fart pig, no more crying about it and waiting around for someone to bring you vibrancey, or culture.
