Dockside Lands

Location Victoria, British Columbia
The Dockside Lands project is a groundbreaking collaboration between Windmill Developments and VanCity Enterprises. The largest development in Victoria's history, the project entails the reclamation and redevelopment of approximately 12 acres of former industrial waterfront property. The new scheme will include commercial, residential, live/work, work/live, and light industrial uses. With the developers targeting a minimum LEED Platinum rating for each building, the project will be a global showcase for large-scale sustainable development.
In its mix of uses, pedestrian-friendly streets, open space, and innovative design, Dockside will exemplify the principles of new urbanism. Design will be predicated on a triple bottom line approach, which examines the social, economic, and environmental consequences of development.
The site will primarily be oriented around a greenway running parallel to the coast, with a village plaza providing a focal point at the western edge of the development. Residential towers to the north of the plaza will reach up to 10 storeys, while the majority of development will be between three and seven storeys tall. Development along the waterfront will include townhouse, retail, and industrial units, with taller residential towers across the greenway to the north.
Ouellette: This project rejuvenates Victoria's landscape on a scale not often offered to Canadian designers. The team's solution boasts a depth of planning and design rigour that, to me, represents an exportable business standard. For example, in addition to the articulated design, the scheme's commitment to the "triple bottom line" approach to environmentally sound business practices and its LEED Platinum rating gives it its systemic force. That force is complemented and balanced by finer-grain design solutions as seen in the representations. If Canadian architecture is to find a competitive niche in world markets, it will be through the innovation shown in this level of design structured in tandem with the business of environmental economics.
Provencher: The Dockside Lands in Victoria is one of the most comprehensive projects ever slated for Canada in terms of sustainable development. We must applaud the creativity and talent of these architects, for not only have they proposed good architecture but also strong urban design. They have developed an innovative strategy of combining the various functions of housing, office, industrial and commercial, a strategy which encompasses green considerations in creating a unique social and economic environment.
Taylor: This is an ambitious master plan that incorporates and celebrates its industrial past. The project proves that the principles of new urbanism do not have to result in quaint references to traditional architectural forms. My hope is that once it is opened up to private developers, the quality of architecture mandated by the design guidelines will be maintained.
