And as I said upthread, how exactly does someone decide what is and isn't loitering? If we stick to the spirit of the rule then we have to ticket anyone who is standing around taking photos instead of using the transit system for traveling (AND anyone who is waiting for someone to arrive by a specific vehicle!), which would be spiteful; and a waste of time.

And how does someone decide what is and isn't a public nuisance? As I also said upthread, the language the bylaw uses is very vague. As something of a miserable bastard myself, I could argue that someone with low quality headphones with music bleeding our of them, through no fault of their own, is a nuisance. Should they be ticketed? What about someone who on an empty subway train sits uncomfortably close to me? What about if I'm deeply religious and I see someone wearing a Pentagram shirt, or a woman showing immodest amounts of skin? At the end of the day, public transit is here to serve a diverse cross section of society, and we're not always going to get along.

If the bylaw was any good, it wouldn't use meaningless word salad but outline clearly the types of behaviours that it finds unacceptable. Leaving it up to the discretion of an inspector or constable is a stupid idea, these types of low level positions of authority are well known around the world for attracting some of the very worst types of people, petty authoritarians who couldn't hack it as cops who love to make the lives of little people as unpleasant as can be. It's all well and good to just say "enforce the bylaws!", but if the bylaws are vague and unhelpful then that doesn't actually achieve anything.
Um stinking of piss and screaming at randoms is a good baseline to start with.
 
You think someone who is so mentally far gone that they stink of piss and are screaming at other people is someone that can be ticketed away under a bylaw infraction?????????????
Too bad they can't just use the justification of health hazard and safety concern to send them far far away in Canada. Some of them could be very aggressive too.

At a less elaborate scale...........before Toronto was amalgamated, North York staff were known to give needy folks a token so they could get to (the old) City of Toronto to get help from their services.
 
Request for Proposals Issued for New TTC Line 2 Subway Trains and Automatic Train Control

The TTC has issued a Request for Proposals (RFP) for 55 new subway trains for Line 2. The RFP follows the November 30 confirmation of $1.2 billion in Federal funding allocated to the TTC from the Canada Public Transit Fund (CPTF) Baseline Funding Stream over 10 years – of which $758 million will be dedicated to the 55 new subway trains.

The Province of Ontario has also committed $758 million in funding through the Ontario-Toronto New Deal Agreement, with the City of Toronto contributing a matching amount.

“When Toronto is moving, Canada is growing,” said Mayor Olivia Chow. “This request for proposal will provide 55 new subway cars that will keep Toronto moving for generations to come.”

“Line 2 moves hundreds of thousands of people across the city daily, connecting people from Etobicoke to Scarborough,” said TTC Chair Jamaal Myers. “The RFP for new trains is critical towards ensuring that Line 2 can continue to transport riders across the city in a safe and reliable manner for many years to come.”

“We’re very pleased to launch this competitive procurement process for new Line 2 trains, as we know that the oldest of our current Line 2 trains will be reaching the end of their design life in 2026,” said Interim TTC CEO Greg Percy. “I want to thank our Federal, Provincial and municipal partners for working together to keep Toronto moving.”

The procurement is for 70 trains in total, with 55 trains allocated to replace aging trains on Line 2 and 15 trains for the province’s Yonge North Subway Extension and Scarborough Subway Extension projects.

As part of the overall strategy to modernize Line 2, the TTC has also launched a procurement for a new Automatic Train Control (ATC) system on Line 2. ATC, which is currently running on Line 1, automatically controls train speed and separation between trains. Train location can be monitored more accurately, allowing more trains to operate closer together. This means more frequent and reliable service for customers and fewer signal-related delays.

The TTC is currently developing a State-of-Good-Repair program to maintain the existing trains on Line 2 until the new trains are delivered starting in 2030. The design of the new subway trains will have additional features to improve accessibility and customer and employee experience. The RFP also includes options for up to an additional 150 trains to meet the future needs for network growth and eventual replacement of trains on Line 1.

I don't know more than this but at the announcement Freeland mentioned Thunder Bay and then Interim CEO Greg Percy said "by all means we'd be more than pleased to have Alstom as a serious competitor on the fleet but it will be open more broadly as well."

No. It's an open RFP. Following an RFQ. And years of design. Bog standard, though I have no doubt the specs won't create an obstacle for Alstom - or another other Canadian railcar manufacturer.

Not officially, but if anyone else gets it I'll eat my hat. It would be political suicide to give the order to someone else.

Shipping people off to the woods to die is not a reasonable or moral solution. This is giving "seniors on ice floes" only you're being serious, which is worrisome IMO.

Competition may feel the contract is biased towards Alstom and this could lead to lawsuit based on Freelands own words last week at GreenwoodYard when she said they’d be built right here in ThunderBay
 
TTC Holiday Train to bring the season’s magic to TTC customers

The TTC is set to launch a specially decorated Holiday Train into service tomorrow, Wed., Dec. 11, bringing the season’s magic to customers on Line 1 Yonge-University.

TTC Chair Jamaal Myers and TTC CEO Greg Percy will be aboard the inaugural trip of the gingerbread-themed train. Joined by none other than Santa and Santa’s helper, the group will be delighting customers by handing out candy canes as the train makes its way south from Davisville Station.

The TTC Holiday Train is adorned with gingerbread characters, candy canes, wreaths, and snowflakes. It will operate on Line 1 Yonge-University throughout the holiday season.

Media are invited to join the first trip of the TTC Holiday Train. The train will depart Davisville Station and travel south on Line 1 Yonge-University.
