The Manager, Permits and Enforcement, Transportation Services recommends that:

1. Toronto and East York Community Council authorize the City to enter into an encroachment agreement (the" Agreement") with the leasehold owner of 125 and 155 Queens Quay East (collectively, the "Applicant") to permit the Applicant to construct, maintain, repair and operate a pedestrian bridge connecting 125 and 155 Queens Quay East, over Dockside Drive (the "Bridge" or "Encroachment"), substantially on the terms and conditions set out in Paragraphs a. through bb. below, and on any other or amended terms and conditions satisfactory to the General Manager of Transportation Services (the "GM"), and in a form satisfactory to the City Solicitor:

Nope - one was proposed for Parliament slip though. I do wish they put more thought into making the (temporary) fence and guard rail fit into the aesthetics of QQ.

With the Corus clunker next to it, it will feel sort of like the Airport Corporate Centre overlooking a giant reflecting pool.

You could extend the slip instead of building the deck on the north side of the fence. Think outside the box. With the surge in business buildings in this hood, this spot is highly neglected and a huge opportunity to make it more pedestrian friendly. Some simple changes would make the world of difference (e.g. artist designed fence and some seating along the slip).
 
You can do a half-deck occupying the east side of the Quay, though regs may not allow that (and it requires Ports TO to sign off, as a non-starter).

A more 'artistic' fence and some benches are certainly a good idea but extending the quay further north will not help as they seem to require a real barrier between the Sugar Ships and the public. I also agree with @Alvinof Diaspar that any change to the quay itself would need approval from Ports Toronto - and doubt they would agree.
