I think it looks great. Nice addition to a wasteland that hopefully start to improve now that a subway station has opened.

Don't know why it took so long for me to realize this - but why does an office building need balconies?
 
More office buildings are offering terraces and balconies these days as a way of enticing companies would want to provide an enhanced work environment for their employees. Possibly there'll be space for a couple of people to sit and have lunch on it in this case. If they've got a good view as part of it, the company can also hold client functions where in good weather you can invite those clients outside to admire that view.
