They claim Markham is so urban and then they call Hwy. 7 a "major" highway, and show a wooden rural-style green sign.

to be fair that highway sign will be gone very shortly, if it isn't already. The stretch of Highway 7 where this is located on is still in a rural configuration, no sidewalks and ditches with gravel shoulders. They are currently widening the road to 6 lanes to match the rest of 7 and are going to urbanize it with sidewalks and curbs, so that sign should disappear as part of that work, which is already well underway.
 
Not necessarily. Those large wooden signs are Regional Road signage policy. They're used on all regional roads in any RM except Peel. Just like those huge ugly directional signs pointing to every mom-and-pop motel and golf driving range, which even Peel is starting to put up. Regional governments like to cling to rural anachronisms.
