Considering the Union station platform was one of the four waterfront kick-start projects back in 2001 I think it is already 2 years late. They are doing fine on budget so far though... $300 million was targeted for the first four projects and the Front extension having been cancelled is way under budget :) The other two projects were designing the Lower Don Lands which is pretty much done and Portlands soil clean up which hasn't started and there doesn't seem to be a time table for.

2. 2024: Construction halted midway through dig-down. Political wrangling over ballooning budget.
3. 2031: Union Station collapses burying scores of commuters.
4. 2036: Giant tent erected pending reconstruction.
5. 2050: Political wrangling over urgent repairs to tent.
6. 2052: Tent collapses killing scores of commuters.

I predict that it will be less over-budget and less late than the upgrades a the Fulton Street subway station in New York City (which started in 2005, and is currently budgeted for $1.4 billion and partial completion in 2010 - up from $800 million and a 2007 completion when they started construction).
 
It was a photo shop IIRC. Like the kind where you buy film and have it developed.

A sign went up today. A women's clothing store is moving in to that spot. I'm sure all the gals from Yorkville will be heading down to check out the latest in fall fashions at Union Station.

I think the streetcar loop expansion will be the most overbudget component of the project. That is going to run into all kinds of disaster.

7. 2055: Sections of the TTC Platform cave in. Reason, Mole people attempt invasion.
8. 2056: Wooden boards are place over openings on the TTC platforms. Politicians promise immediate rebuild of platforms.
9. 2071: Wooden boards break due to age, 400 people fall to their death. Mole people attempt to invade for a 2nd time.
