While I certainly agree that T&S (or Waste of T&S) is a total shit-show, I am not sure one can blame City Planning. First, they do not have any way to insist on 'quality' and the, more importantly, site had pre-existing conditions due to an Ontario Municipal Board decision from over 20 years earlier that allowed them to bring the building right up to the property line on all sides. As noted here by others, if the OMB or now the OLT gives a site extra permissions, these really should be time limited. Use it or loose it!
 
I hope the courtyard gets its use and becomes lively. Have they or are they putting up bollards or barriers of some sort to prevent vehicles from getting up there?

They were hoping to have a daycare occupy the retail space on the southwest corner, and left an area around the courtyard entrance to that space without seating in hopes that a fenced in area could be built for the kids. But seeing as how they haven’t even been able to attract an A&W or a dentist to their retail, it’s probably just wishful thinking.
