They probably got away with it given the lack of resistance from the poorer residents in this area but I find the scale completely excessive. Something similar to the James Cooper building next door would have been more appropriate. At least condos on Jarvis are more similarly scaled and and overall they look less unappealing together.
 
There was clearly a lot of ambition to the design, but it's the definition of "top heavy".
Of course it looks top-heavy, it's meant to. The fact that the upper dozen floors are larger than the lower ones, with one corner supposedly unsupported, is the whole point of this daring design, so there's no "but" about it:

The fact that the design was intentional doesn't change the fact that it's inelegant. The notch creates visual tension that goes unresolved.
