So is this entire pad just footings like not even the actual floor of the bottom level? Because that looks like gravel to the right hand side

It might still be gravel but why do you think it will remain like that?

Normally gravel is a base for your floor which means they still have the floor stop before most likely so they are still not done on the lowest level I believe. We will wait and see. Probably be February before they do that anyways

I believe they are building a concrete raft which would be independent of the bottom floor. Usually have to add services such as drainage. Soil conditions must be unstable and bedrock out of reach in the area.
