let's not forget that the end-user is the one ultimately paying for the S.37. so it's good for the city if you don't want more affordable units being built.
The 40 million S37 adds about $100,000 to the cost of each unit in this building.

Looks like I was close when I predicted after family day over a month ago. I have a feeling this won't get rolling until March. A stoppage of over three months.

I want this to be built just as much as everyone else, but I don't know of any other development in Toronto that's had a work stoppage of this length. Weakening the argument that the fault is with the city...

Can any anyone else shed some light on other similar scenarios? I could be totally wrong here.

I can't recall of another scenario like this where it was a matter of permits. Obviously some mismanagement on likely both sides of the equation. The other "unbuilt" scenarios were due to money typically (One Bloor East and the very famous Bay Adelaide "Stump").

No one has "jumped" to that conclusion. Read up the thread starting at page 443 (LINK). There has been a detailed discussion and explanation of the key milestones that have not yet been met by the applicant, and why that means permits cannot be issued.

Isn't that evidence that the city is being consistent and predictable?

The city doesn't need to be fast for developers to plan their timelines without interruption; the city needs to be predictable. If it takes a year, then you get the application in by Nov 2018 for Dec 2019 construction.

All developers complain about how detail oriented the city permit process is; few let it impact their construction timelines by getting their paperwork correct and submitted well in advance.

New developers often have process issues; this is a process issue.
