I'd even accept three quarters of the spiral ramp remaining in place if it became a lushly planted helical forest. You'd only have to plumb it on the highest column, sending enough water up to keep everything growing and to have a rocky stream water feature exit at the bottom of it. I'd want enough greenery planted on it so that it looked like one of those "earth post-humans" type renderings, both trees growing skyward and vines, etc, spilling over the edges to soften the concrete and give it the look of nature reclaiming the infrastructure. You wouldn't even need to pull it down that way, saving a lot of time and money.

The park definitely should be subject to a design competition, (and I'd love to see an entry something like what I've described).

PS EDIT: I'd still entirely remove the straight exit that heads for Yonge: Harbour Street needs the width added to it to get better street realm including bike lanes.

Haha, typical union job - one guy shovels and another guy pretends to supervise him - there's probably another guy somewhere supervising the supervisor too.

There's not just a foreman but also a fiveman, sixman and sevenman just in case.

Nothing but speculation. Potentially once the off-ramp is removed, the site may become more desirable. In the meantime, it's a great spot to take photos like the majority of these ones below:
