The developer lays out a case, looking to prove that the development constitutes good planning that fulfills the goals of various municipal and provincial plans. The City (assuming they're still against it) looks to convince the OMB panelist that it does not represent good planning. Other parties, if they are granted standing at a pre-hearing, may have their say too. The panelist decides based on the evidence. The decision normally takes months to be released.

I swear the wrong developments get opposed and held up. We need many more of the original proposal in our low density neighbourhoods. Also helps affordability.
