I am in shock at how small these look along that stretch with all of the other proposals in this image.
 
Interesting that the below grade levels have just changed from 4 to 5 in this submission considering the pit was bottomed out a long time ago.

It is a bit odd - but you don't need a zoning or OPA change to build more parking, generally speaking. Just file your permit and amend your SPA application.
 
How do they expect to increase the below grade levels from 4 to 5? They have finished the excavation and are probably at garage Levels 2 and 3 already.
 
As I said, it was likely already built as such but not picked up by UT as you don't need to amend your zoning to do so.
 
Yes, I fear that it is starting to look like Time & Space if it had growth spurt!
Or the second coming of the Tombstones (Lighthouse) buildings....
I don't want to write off this whole block of the waterfront but, I'm not an optimist. (heck, I usually am not)

My mistake, you are correct; it was previously 5 u/g levels and remains 5 levels in the current submission
 
How worried should we realistically be, given this is HPA?
Depends on whether Pinnacle decides to use at least some semi-decent looking materials here.

We've seen time and time again where an architect's design is hamstrung by a cheap developer (ie: there's an ongoing project in Liberty Village where HPA's design is being wasted by BGO's cheapness).

The fact the developer if Pinnacle One is of any indication of...doesn't have to use cheap materials. At all.
