@ProjectEnd had commented on the 252 Parliament Street site that they were exploring different options here, perhaps he has more light to shed on this.

They had done some work back in late November or Early December at Ground Level. I peaked over the fence and saw that all the windows and doors were in at ground level. I'm not sure if that means anything...
