Do you think panorama and Malibu will have a parallel height even though panorama is shorter two floors from Malibu but when you driving Gardiner it looks panorama is catching up Malibu by height

I am new to UT and I have very much enjoyed everyones comments on this site. It has been very informative for the past little while that I have been reading it, so I would like to thank everyone for their time.
Secondly, I was hoping that some one may be able to help me with an inquiry which I have. I am trying to find how or what I need to do to get that billboard in front of Panorama which is located on top of that warehouse removed or moved. Does anyone know which city office is responsible for these issues. I know it is probably not going to fly, but it is worth the try since it will be right across my apartment.
